Collin College Awards Second Guaranteed Maximum Price For Construction of Frisco Campus IT Center and Change Order for Technical Campus

Feb. 11, 2020 – Collin College awarded a Guaranteed Maximum Price contract (GMP #2) to J.E. Dunn Construction Company (J.E. Dunn) for the construction of the IT Center at the Frisco Campus (Preston Ridge) using the construction-manager-at-risk delivery method. The college also approved a change order (Change Order #1) to McCarthy Building Companies, Inc. (McCarthy) for construction of the Technical Campus being built in Allen. Both the GMP and change order were officially approved at the Collin College Board of Trustees meeting held on Jan. 28.

 

GMP #2 for IT Center at the Frisco Campus

The Collin College Board of Trustees approved GMP #1 in the amount of $6,073,390 at the Dec. 10, 2019 Board meeting. The scope of work for GMP #1 included earthwork, site utilities, structural and miscellaneous steel, elevators, and the associated general requirements costs. The second GMP (GMP #2) includes the balance of work.

J.E. Dunn issued a GMP #2 proposal for construction and related purposes of $29,719,279. The college is providing an owner’s contingency amount of $1,255,395 for a total GMP of $30,974,674. Construction is scheduled to be completed by June 30, 2021.

The IT Center is a new approximately 92,000-square-foot building at the Frisco Campus (Preston Ridge). The center is designed to include classrooms and computer labs for various technology departments as well as offices, conference rooms, corporate training classrooms, and collaboration areas for students.

 

Change Order #1 for Technical Campus

Previously, McCarthy issued a GMP proposal for construction and related purposes of $138,874,801. The college provided an owner’s contingency amount of $3,125,000 for a total GMP of $141,999,801 for construction of the Technical Campus. The proposal was approved at the June 26, 2018 Board of Trustees meeting. At the time of GMP issuance, the amount of equipment and associated costs were undetermined, so an equipment allowance of $8,000,000 was included in the GMP. McCarthy was issued a notice to proceed to commencement for the construction phase of the project on Aug. 2, 2018.

Upon completion of the Technical Campus final design and program verification, it was determined that approximately $2,600,000 of the $8,000,000 will be needed within the GMP contract. The balance of $5,400,000 is now available for the college to purchase the remaining furniture, fixtures, and equipment for the campus. The college has deducted $5,400,000 from McCarthy’s GMP contract in Change Order #1. The updated GMP amount is $136,599,801 and does not change the project completion date of June 2020.

The Technical Campus is a new three-story, 340,000-square-foot facility in Allen which will serve up to 7,100 traditional and dual credit students. The campus will offer students multiple paths to success in high-demand, high-wage career fields including automotive, construction, health care, information technology, and manufacturing.
